FG Moves to Strengthen Records, Payroll System as Kano Hosts 47th National Council on Establishment

The federal government says it has started an initiative with a view to create a clean and reliable staff database that will eliminate ghost records, strengthen payroll integrity and guide targeted training, recruitments and deployment of staff.

Mrs Didi Esther Wilson-Jack, the head of civil service of the federation disclosed this while briefing journalists at the 47th national council on establishments held in Kano on wednesdays.

“One of our most transformative initiatives is the comprehensive Personnel Audit and Skills Gap Analysis of the Federal Civil Service. This project is ongoing, and it is expected to create a clean, reliable staff database, eliminate ghost records, strengthen payroll integrity, and guide targeted training, recruitment and deployment,” said Didi.

According to her, the federal government remains committed to a fully paperless Civil Service by 31st December 2025, adding that “All Ministries and Extra-Ministerial Departments have been directed to expedite digital onboarding and ensure workflow processes are fully migrated to an Enterprise Content Management System (ECMS) platform. A digital Civil Service is essential for efficiency, transparency, and global relevance.”

“The Federal Executive Council approved three policies and guidelines, namely: Rewards and Recognition System, Incentives and Consequence Management and Mentoring Policy and guidelines. These policies will strengthen workplace culture, celebrate excellence, promote accountability, improved knowledge transfer, and institutionalized succession planning,” she said.

In his address, Governor Yusuf highlighted Kano’s historic contribution to national governance and reaffirmed his administration’s commitment to civil servants’ welfare.

He disclosed that the state has settled over half of the ₦48 billion inherited retirement benefits backlog, with the balance to be cleared soon. He also noted improvements in promotions, training and working conditions.

Both leaders urged participants to commit to the core values of Accountability, Meritocracy, Professionalism, Loyalty and Efficiency, as deliberations continue.

The Council’s resolutions are expected to strengthen governance and public service delivery across the federation.
