The Federal Government has appointed veteran broadcaster and former Chairperson of the Broadcasting Organisations of Nigeria (BON), Hajiya Sa’a Ibrahim, as a member of the newly inaugurated Advertising Offences Tribunal established to enforce Nigeria’s advertising laws.
Ibrahim’s appointment was announced following the inauguration of the tribunal in Abuja by the Minister of Information and National Orientation, Mohammed Idris.
The tribunal was constituted under the Advertising Regulatory Council of Nigeria (ARCON) Act 2022, which provides for the adjudication of offences arising from violations of advertising regulations and industry codes.

Justice Cecilia M. A. Olatoregun is the chairperson of the tribunal, while Ibrahim and other members were drawn from the judiciary, legal profession, advertising and broadcasting sectors.
The appointment marks another major milestone in Ibrahim’s more than four-decade career in broadcasting, journalism, media administration and public communication.
She began her professional career at Radio Kano in 1984 as a producer and later headed the station’s Women and Children’s Unit.
In 1986, she joined Deutsche Welle (DW), where she worked as a producer on women-focused programmes before becoming a news presenter.
Ibrahim subsequently joined CTV 67, where she headed the Women and Children’s Unit and later served as Programme Manager.
She also held senior management positions at Radio Kano FM before her appointment in 2014 as Managing Director/Chief Executive Officer of Abubakar Rimi Television (ARTV), Kano.
In 2018, she became Director-General/CEO of the station.
During her tenure at ARTV, Ibrahim oversaw the expansion of the station’s transmission from six hours daily to 24 hours.
She also promoted staff development, professional training and youth-oriented broadcasting initiatives as part of efforts to strengthen the station’s operations and programming.
Her career reached another milestone in October 2019 when she became the first woman to chair the Broadcasting Organisations of Nigeria (BON).
She served as BON chairperson until October 2021, becoming one of the prominent female figures to occupy a leadership position in Nigeria’s broadcasting industry.
Beyond broadcasting, Ibrahim has contributed to public communication and social mobilisation initiatives involving development partners, including UNICEF and DFID-supported programmes.
Her engagements have covered public health communication, community mobilisation and programmes focused on women, children and other vulnerable groups.
Her appointment to the Advertising Offences Tribunal now places her among professionals responsible for contributing to the enforcement of standards and accountability in Nigeria’s advertising and marketing communications industry.
The tribunal, established under the ARCON Act 2022, is expected to adjudicate offences relating to advertising regulations and industry codes as the Federal Government seeks to strengthen professionalism and compliance within the sector.
Ibrahim’s extensive experience in broadcasting and media management is expected to bring an industry perspective to the tribunal’s work, particularly at a time when Nigeria’s advertising landscape is undergoing rapid changes driven by digital platforms and evolving forms of media communication.
Her new responsibility adds to a career that has taken her from a young producer at Radio Kano to senior executive positions in broadcasting, national leadership of BON and now membership of a federal statutory tribunal.
The appointment is also being seen as another recognition of her contribution to Nigeria’s media industry and her decades of experience in broadcasting, public communication and media administration.
