Russian Foreign Minister Sergey Lavrov has arrived in Tehran for high-level talks with Iranian leaders as Moscow seeks to strengthen bilateral relations and support diplomatic efforts to resolve the escalating Middle East crisis involving Iran, the United States and Israel.
Lavrov arrived in the Iranian capital on Monday from Bahrain, where he had held discussions with Gulf officials.
The visit marks his first trip to Iran since the outbreak of the current regional war, according to reports from international news organisations.
The Russian foreign minister is scheduled to meet Iranian President Masoud Pezeshkian and hold detailed discussions with his Iranian counterpart, Abbas Araghchi.
According to the Russian Foreign Ministry, the visit is part of ongoing consultations between Moscow and Tehran aimed at implementing existing bilateral agreements and discussing major regional and international developments.
A major focus of the discussions is expected to be the security situation in the Persian Gulf and diplomatic options for resolving the crisis involving Iran, the United States and Israel.
Moscow has indicated its willingness to contribute to mediation efforts, following Russian President Vladimir Putin’s earlier discussions with Pezeshkian on the possibility of helping to reduce regional tensions.
The visit comes as negotiations between Tehran and Washington remain stalled over disagreements surrounding the conditions for ending hostilities and restoring maritime security.
Iran has maintained that the Strait of Hormuz should be reopened under conditions that include lifting the US blockade of Iranian ports, easing sanctions on Iranian oil exports and ending hostilities across regional fronts.
Iranian Foreign Minister Araghchi said on Sunday that Tehran’s proposal remained on the table, although differences with Washington continued to obstruct progress. The strait is a vital international shipping corridor through which a significant proportion of global oil and liquefied natural gas supplies normally pass.
Lavrov’s discussions are therefore expected to examine the regional crisis, maritime security and possible diplomatic steps to prevent a return to large-scale fighting.
Beyond the immediate conflict, the two countries are expected to review trade, investment, energy cooperation and major transport and logistics projects.
The Russian Foreign Ministry also said the talks would address the implementation of agreements reached by Putin and Pezeshkian during meetings in Bishkek on September 1 and Avaza on October 8, 2026.
The foreign ministers are also expected to discuss coordination at the United Nations and closer cooperation within BRICS, the Shanghai Cooperation Organisation and the Eurasian Economic Union.
Russia and Iran have strengthened their strategic relationship in recent years, particularly after signing a 20-year Comprehensive Strategic Partnership Treaty in January 2025.
The agreement provides a framework for cooperation in defence, security, energy, trade and transportation, although it does not require either country automatically to enter a war on behalf of the other.
Lavrov’s visit follows growing Russian diplomatic engagement with both Iran and Gulf states, positioning Moscow to maintain communication with governments holding different views on the conflict.
However, it remains unclear whether the Tehran meetings will produce a breakthrough in negotiations between Iran and the United States.
The Russian Foreign Ministry announced the visit as a working visit scheduled for October 19 but did not specify an exact departure time or confirm a longer itinerary.
The visit underscores Moscow’s efforts to preserve its strategic partnership with Tehran while seeking a diplomatic role in a conflict threatening regional stability, international shipping and global energy supplies.
