CSO Petitions Kano Assembly, Demands Probe of Ex-Deputy Governor Gwarzo Over Alleged N308m Diversion

A Kano-based civil society organisation, One Kano Agenda, has petitioned the Kano State House of Assembly seeking investigation and possible prosecution of former Kano State Deputy Governor, Aminu Abdussalam Gwarzo, over an alleged diversion of N308 million.

The petition, dated July 2, 2026, was addressed to the Speaker of the Kano State House of Assembly and signed by the Director General of the organisation, Ambassador Abbas Abdullahi Yakasai.

According to the group, the petition followed allegations made by the Special Adviser to the Kano State Governor on Tsangaya Education, Musa Falaki, who reportedly accused the former deputy governor of diverting funds meant for special prayer programmes across the 44 local government areas of the state.

The organisation stated that the allegations had generated widespread public concern and raised serious questions regarding transparency, accountability and management of public resources.

According to the petition, each of the 44 local government councils in Kano State allegedly contributed N44 million monthly over a period of seven months for the conduct of special prayer sessions across the state.

The petition further stated that the programme was reportedly to be coordinated by Sheikh Musa Falaki and Ibrahim Sheshi Maihula.

However, the clerics were said to have denied receiving any funds connected to the exercise or conducting the prayer programmes for which the money was allegedly approved and released.

The petition alleged that a total sum of N308 million may have been disbursed for the programme without the knowledge or participation of the clerics in whose names the exercise was reportedly organised.

“One Kano Agenda” further claimed that the matter could be part of a broader investigation involving the management of local government funds, with additional sums allegedly running into hundreds of millions of naira.

The organisation argued that the Kano State House of Assembly, as a democratic oversight institution, has a constitutional responsibility to investigate allegations involving public funds and matters of significant public interest.

The group therefore requested the Assembly to institute what it described as a thorough and independent legislative investigation into the allegations.

It also urged lawmakers to invite all relevant parties, including the former deputy governor, officials of the Association of Local Governments of Nigeria (ALGON), Sheikh Musa Falaki, Sheikh Ibrahim Sheshi Maihula and representatives of the Kano State Public Complaints and Anti-Corruption Commission to clarify issues surrounding the allegations.

The petitioners further asked the Assembly to determine the actual amount of public funds involved and whether due process was followed in the approval, disbursement and utilisation of the funds.

The group also called for appropriate legal, administrative or legislative actions should evidence of wrongdoing be established, as well as recovery of any public funds found to have been misappropriated.

According to the organisation, the petition was not intended to prejudge any individual or institution but rather to promote transparency, accountability and due process in governance.

As of the time of filing this report, neither the former deputy governor nor the Kano State House of Assembly had officially responded to the petition.
